Circumscribed? Do you mean circumcised? A lot of guys have a lack of self control when it comes to sex. Other guys on here have suggested masturbating prior to having sex, wearing more substantial condoms, and extending foreplay until you have been satisfied. Seems to me like one of these suggestions should work for you.

I would also suggest that if you have told him about this and he has made no effort to change anything on his part, he really isn't interested in pleasuring you, as well.
