Yes it can. And it's likely not lack of love or attraction, but lack of self-confidence coupled with performance anxiety. And if he's now self-identified it as "a problem" and is always thinking "I better stay hard this time, I better stay hard this time, come on dick, stay hard!" then there's NO WAY he's going to stay hard.
You get an erection when you're not thinking about it. As soon as you start worrying & focusing on how hard you are, instead of relaxing & truly enjoying the female body you have the privilege to be touching, then you lose it
So it's definitely mental. I'd guess that 99% of "my husband is impotent" cases are because of mental/emotional issues, not physiological ones.
